The Third Urban Parking Management Forum(Nanjing, China) was held in SEU in October, 30th. With the theme of “development of parking industry in the mode of Internet & Traffic”, the forum invited experts in various fields at home to have a face-to-face discussion. The specialists each expressed their separate ideas, making suggestions on the prospect of the industry.
In the afternoon, research associate and assistant director of Department of Public Security of Road Safety Research Center, Liu Jinguang introduced the frame and emphasis on urban parking service and managing information system. He indicated that, the industry standard of public safety—General Technique Conditions On Urban Parking Service & MIS(exposure draft)—had been compiled and started to solicit opinions. The standard had filled in the blanks with technical regulations concerning UPS & MIS in China, making it possible to improve utility of urban parking resources, providing an effective form of ongoing positive reinforcement for smooth and safety traffic.
Zhang Buhong, administrative researcher of Nanjing MOHURD(Ministry of Housing and Urban-rural Development) illustrated the important legal issues in the amendment. He expressed that new parking construction and management in Nanjing would be applied next year. As being mentioned in 2015 Nanjing Parking Construction and Management(exposure draft), construction land for public parking could be provided by allocation and remising. Also, land less than 5,000 square meters in the main city area should be given priority to perfect public supporting service facilities. At the same time, a new clause saying “encourage the parking supervisors to take intelligent and informationized methods to manage parking ”was also added.
The Internet has revolutionized traditional industries and people’s production and living conditions. Advancing the development of “Internet+”parking industry can not only benefit the standard of social governance, but also push the industrial transformation and upgrading of parking industry as well as relevant service industries. During the meeting, entrepreneurs exchanged experiences and burst out inspiration, blowing up a storm that can impel the development of “Internet+”transportation.
